Alberta Contractor License Requirements: The Three Gates

Short answer: Alberta has no general contractor licence, so its contractor licensing requirements come as three separate gates. A residential builder licence is required to pull permits for new home construction — $600 new, $500 renewal, valid one year. A prepaid contracting licence is required if you sign contracts away from your business premises and take money before the work is done, with no dollar threshold at all. And most municipalities, Calgary included, require their own business licence on top.

“You don’t need a licence to be a contractor in Alberta” is technically true and practically dangerous. With no province-wide trade licence, Alberta does not gate the job by dollar value — it gates it by what kind of work and how you take the money. The Canada Revenue Agency handles tax and GST; your provincial authority, the Government of Alberta, handles licensing, warranty and trade certification. Alberta’s own taxes and levies overview lists fuel, tobacco, tourism and vehicle rental levies and no sales tax at all, so the only indirect tax on your invoices is federal GST. Ontario and British Columbia draw their lines elsewhere.

Is there a general contractor licence in Alberta?

No — and no dollar threshold switches licensing on either. Instead there are three independent requirements, and you can be caught by one, two or all three:

A renovator who never builds a new home still needs the last two.

When do you need an Alberta residential builder licence?

When you build new homes. Alberta’s position is unambiguous: “All residential builders in Alberta must have a licence to obtain permits for constructing new homes.” The enforcement mechanism is the permit itself. Two classes exist, split by building code complexity:

Costs, as published by the Government of Alberta in 2026: $600 new licence, $500 renewal, $95 per residential unit to register a property. Licences are “valid for one year from the date of issue, unless otherwise specified by the Registrar,” and applications are “reviewed and recommendations developed approximately 14 business days after a complete application is received” — longer in peak construction season.

What is a prepaid contracting licence, and why does it catch renovators?

This is the gate almost nobody outside Alberta expects, and the real answer to “is there a monetary threshold?” — there isn’t one.

A prepaid contracting business solicits, negotiates or concludes prepaid contracts “in person at any place other than the sellers’ place of business” and “accepts money before all the work is done or the services are provided or both.” Both halves must be true. The work in scope is “construction, maintenance, repairing, altering, adding to or improving private dwellings, or real property used in conjunction with a private dwelling such as landscaping services” — so a deck, a driveway and a sprinkler system are all inside it.

Read that against how a renovation job happens: you sit at the client’s kitchen table while they sign, then take a deposit. That standard sequence is a prepaid contracting business, requiring a licence from Service Alberta and Red Tape Reduction. Alberta publishes no dollar floor for it — a $700 deposit and a $70,000 deposit pass through the identical gate. The five published exemptions are narrow:

  • contracts for business or commercial buildings
  • contracts between contractors, sub-contractors and sub-trades
  • contracts for home construction covered by the Alberta New Home Warranty Program that include pre-possession insurance or deposit insurance
  • contracts for the construction or renovation of a home covered by the National Home Warranty Program
  • contracts for drilling or maintaining water wells covered by the Water (Ministerial) Regulation, where the contractor holds a Class A, B or D approval

Note the second: work purely as a sub and you are outside this regime; contract directly with a homeowner and take a deposit and you are inside it.

To apply you provide business information, “a criminal record check or police information check,” a security, copies of your standard contracts or agreements, and the fee. Alberta does not publish the amount of the security or the licence fee on that page — the security is fixed by the Director rather than set in the regulation, so ask Service Alberta for your own figure instead of trusting a number from a blog.

Which Alberta trades require certification of their own?

Trade certification is a separate regime from any contractor licence, and since 2022 it works through Schedule 2 of the Designated Trades and Restricted Activities Regulation (AR 161/2022). For every designated trade, Schedule 2 lists the restricted activities and then names the only classes of individuals who may perform them.

The mechanism that separates a “compulsory” trade from an optional one is a single clause. For optional trades, the list of permitted classes includes any individual who “does not hold a trade certificate in the designated trade but who, in the opinion of the individual’s employer, possesses the skills and knowledge in performing the restricted activity.” For compulsory trades that clause is simply absent — leaving certificate holders, endorsement holders, registered apprentices and applicants working under supervision.

Applying that test to the regulation as consolidated to 2026, the construction-relevant trades with no employer-judgement clause are Electrician (construction and industrial branches), Plumber, Gasfitter Class A and Class B, Steamfitter-Pipefitter, Sheet Metal Worker, Refrigeration and Air Conditioning Mechanic, Welder, Boilermaker, Ironworker, Crane and Hoisting Equipment Operator, Elevator Constructor, and Water Well Driller.

The fact that reframes the picture: Carpenter keeps the employer-judgement clause, so it is not compulsory. Nor are bricklayer, concrete finisher, glazier, lather (interior systems mechanic), floorcovering installer, roofer, or painter and decorator. Alberta lets an uncertified person frame, drywall and roof a house — while restricting that same person from running the wiring, the plumbing or the gas line.

Do you need a municipal business licence in Alberta?

Almost certainly — with no provincial trade licence, this is where real gatekeeping happens. Calgary requires a licence for builders, general contractors, handyman services, landscapers, excavation services and heavy-duty equipment operators, and “specialty trade contractors, such as carpenters, electricians, gasfitters, plumbers, framers and welders.” It does not require one for lawn care and gardeners, snow removal, house movers, “installation of temporary lights (such as Christmas lights),” “architects, designers and developers (when not acting as a General contractor),” or Master Electricians, where certain conditions apply.

The landscaping line is where the two regimes meet awkwardly. Calgary licenses a landscaper who builds retaining walls, decks, patios or sprinkler systems but not one who only cuts grass and rakes leaves — and the provincial prepaid contracting definition expressly names landscaping services too. Same job, two separate licences.

Based outside city limits but working inside them? Calgary states that “non-resident businesses are required to pay an additional non-resident surcharge on top of standard licensing fees,” which can be waived where the business owner holds property in the city. Fees themselves vary by municipality and change, so take yours from your own city rather than from here — Edmonton, Red Deer and Lethbridge each set their own rules.

What new home warranty is mandatory in Alberta?

Coverage is compulsory on “all new residential homes, including condominiums, manufactured homes and recreational properties,” where the building permit was applied for on or after February 1, 2014. It does not cover dormitories, care facilities, work camps or hotels. The Residential Protection Program administers it; warranty providers register homes and handle claims.

Renovation sits outside this regime — the warranty attaches to new home construction. That is why the prepaid contracting licence matters so much to renovators: it is the consumer protection that applies to them instead.

What happens if you work without the licence you needed?

The consequences are structural rather than headline-grabbing, which is why they get underestimated. Build a new home unlicensed and you do not get the permit. Take deposits without a prepaid contracting licence and you are running an unlicensed business under Alberta’s consumer protection legislation. Work a compulsory trade without certification and you have committed a trade offence. Skip the municipal licence and the city can shut the job down.

Separately, if you employ anyone in construction you have WCB-Alberta obligations, and there is a deadline for registering after your first hire. Owners are not automatically covered — sole proprietors and partners can buy optional personal coverage, but only deliberately. Confirm both the registration deadline and the current rates with WCB-Alberta rather than carrying a figure over from an older article.

Verification runs three ways, and Alberta publishes two separate registries for the first of them. The Property Registry shows warranty coverage and the warranty provider for a given address; the Builder Registry shows a builder’s licence status and class, enforcement actions, and construction history since February 1, 2014.
