The Plumbing Estimate Came In Too Low: Fixing It With the Water Off
Short answer: When a plumbing estimate came in too low, stop before you open more wall and find out which line was wrong. The usual three: the drain side, where a quarter inch of fall per foot means a 20-foot run needs 5 inches of drop the joists may not have; the pipe you could not see, where one galvanized nipple takes the next four fittings with it; and the wall or floor repair nobody priced. Concealed conditions get a signed change order. A measurement error you eat.
The moment this lands is usually not dramatic. It is a fitting that will not come apart, or a tape measure held against a joist bay, and the quiet realization that the number you gave in the kitchen last Tuesday was built on fixtures you could see rather than on the pipe you could not. The order of operations below starts with the one thing that has to happen before anybody gets a phone call.
What do I do in the first hour, before I open anything else?
Four things, in this order, and none of them is calling the customer.
- Stop opening. Every additional square foot of wall or floor you remove is money you have already spent and a repair you may not have priced. Cut once you know what the job is, not while you find out.
- Recount the drain and vent side. Fixture count is what you sold. Drain runs, vent takeoffs, and where the stack actually sits is what you are building. Measure the real routing, in feet, with the fall applied.
- Photograph the condition before it is disturbed — the sheared galvanized threads, the cast iron with a hairline you found with a hammer, the shower pan that is wet under the mortar, the stop valve that will not close.
- Restore what you can. Cap the branch, get water back to the rest of the house, and take the pressure out of the conversation. A plumber who can turn the water back on has a completely different negotiating position than a roofer standing on an open deck.
Then write down the gap in dollars, split into two piles: what was concealed and what you simply measured wrong. Those two get handled differently, and mixing them is how a fixable conversation becomes a dispute.
Which plumbing number was actually wrong?
The symptoms are specific enough to name the cause without guessing.

The first and last rows are the ones that cost the most on remodels, because they change the shape of the job rather than the size of it.
How much does the drain side move a price that looked like a fixture count?
Supply pipe goes almost anywhere. Drainage has to fall, and that single physical fact is what turns a fixture swap into a framing problem.
Under the International Plumbing Code, horizontal drainage 2 1/2 inches and smaller runs at a minimum quarter inch per foot, with 3-inch through 6-inch allowed at an eighth. Your locally adopted code is what governs, so check it, but the arithmetic does not change:

Now put that in a floor. A nominal 2x10 joist is about 9 1/4 inches deep, and code limits how large a hole you may bore and how close it may sit to the top and bottom edges. Five inches of drop inside that bay, with the pipe centered and insulated, disappears fast. When it does not fit, the job stops being a drain run and becomes a soffit, a furred ceiling below, a re-routed vent, or a pump — none of which were in the price the customer accepted.
The vent is the second half of the same problem. Move a fixture more than the code’s trap-arm distance from its vent and you owe it a new one, which means either running up through a wall that may be full of studs and wiring, or an air admittance valve if your jurisdiction accepts them. Write the vent as its own estimate line every time a fixture moves, even a foot.
What does the pipe material do to the hours?
Material choice does not move the estimate through price per foot nearly as much as it moves it through joints per hour and what happens when you touch the old stuff.

That last row deserves a rule. When an estimate touches galvanized supply, price a stated allowance for replacing back to the nearest sound connection, and say in writing that pipe beyond that point is billed at a unit price. Galvanized fails at the threads, and the threads are the only place you can get a wrench on it, which is why “just swapping the valve” turns into opening the wall.
Material selection also has a legal edge worth a sentence on the estimate: pipe, fittings, and fixtures for potable water have to meet the federal lead-free standard, described by EPA’s rules under the Safe Drinking Water Act. The old brass valve in the customer’s garage is not a cost saving.
Which discoveries are a change order, and which one is mine to eat?
One test, and it has nothing to do with the size of the number. Ask what a competent site visit could have established.

The right column is estimating and the customer does not owe you for it. The left column is normal, expected, billable work — provided the agreement already said concealed conditions get priced at unit rates. How do I have the price conversation with the water shut off?
At the moment of discovery, with the photo on your phone and the water back on wherever you can get it back on. Four sentences in order: what you found, why it was not visible from the kitchen last Tuesday, what it costs at the unit price already in the agreement, and what happens if it is not done.
Then get a signature or a written reply before you cut anything else. Never let the sentence “I can leave you without water until this is sorted” come out of your mouth or be implied by your body language — it converts a routine change order into a complaint, and the customer will tell that story for a decade.
The document is short. Six fields, written before the work:
- Date, time, and exact location by fixture, wall, or floor.
- What was found, physically: “2-inch galvanized branch from the stack to the lavatory, sheared at the threads, remaining thread wall paper-thin for the next two fittings.”
- Why it was concealed, in one sentence.
- Unit price and quantity, referencing the clause the customer already accepted.
- Revised total, not just the added amount.
- Signature or written approval, with the photo attached.
Number the change orders in sequence and carry them onto the final bill as their own lines instead of folding them into a bigger total. When is finishing a plumbing job at a loss the right call?
When the error is provably yours and the fight costs more than the gap.
Eat it when you miscounted joints, misread the routing, or forgot the after-hours rate on a call you chose to take. Eat it on a customer who has called you four times and will call again. Eat it when the remaining work is two hours and the argument is two weeks.
Do not eat it when the discovery was genuinely concealed and your agreement covers it, when the customer changed the fixture selection after the price was set, or when absorbing the cost means leaving something out that matters — the vent, the pan and drain under a water heater, the expansion tank on a closed system, a proper cleanout. A water job finished cheap comes back as a leak with your name on the permit, and a leak is a claim rather than a callback.
Either way, record which one it was. “Underpriced the drain routing on a second-floor bathroom, 18 feet to the stack” changes your next twenty bids. “Bad month” changes nothing.
What goes on the next estimate so this does not repeat?
Six lines, and they cost nothing to write.
- Fixture count and fixture movement listed separately. A fixture that moves carries a drain line, a vent line, and a routing note.
- Drain runs stated in feet with the fall applied, plus what happens if the fall does not fit the bay.
- A conditional allowance for existing pipe: how much replacement is included, and the unit price beyond it.
- Cut and repair, explicitly included or excluded. Name drywall, texture, paint, and tile separately, and never promise to match a discontinued tile.
- Access as its own line: slab work, crawl, second floor with a finished ceiling below, or excavation. Any dig deeper than 5 feet needs a protective system under OSHA’s excavation rules, and that is equipment and hours, not a shovel.
- Permit, inspection, and after-hours rate, each named, each with a number.
Then price it from your own costs: material at landed cost, labor at wage plus payroll burden plus the van, the machines, the camera, and the insurance, and overhead spread over billable field hours. Add profit as a margin rather than a markup. Take $1,800 of cost — a 30 percent markup bills $2,340 and leaves $540, which is 23 percent of the invoice, not 30. What do I keep so the next short bid is caught earlier?
The signed agreement with the concealed-conditions clause, every numbered change order with its photo, the supply house receipts, the permit and inspection result, the pressure test result, and the final invoice showing the change orders as separate lines. Why do plumbing estimates come in too low so often?
Because the visible part of the job is the fixture and the expensive part is the pipe behind it.
