How to Estimate Electrical Jobs: Panel, Counts, and Access

Floor area tells an electrician nothing useful. A 900 square foot condo rewire and a 900 square foot addition rough-in are separate jobs that happen to share a number, and what separates them is how hard it is to get a cable from the panel to the box. That means the electrical walkthrough is an inventory exercise with one physical judgment layered on top, and the order you do it in matters — the panel first, because what you find there can end the conversation about everything else.
What do I read off the panel before anything else?
Open the dead front, take a photograph, and write down eleven things. This takes four minutes and it decides whether the customer’s wish list is even possible.

Anything the customer wants to add — an EV charger, a heat pump, a range, a hot tub, a shop sub-panel — has to survive a dwelling load calculation against that service before it becomes a price. Do the calculation, and if the service will not carry the load, the estimate needs a service upgrade line or a load management device rather than optimism.
How do I count devices without walking the house twice?
One lap, one room at a time, into a worksheet with fixed columns. Anything that is a count belongs in the schedule; anything that is a guess belongs in the conditions with a rate attached.

That last column is the one that turns a count into a price, and it has to be filled in while you are standing in the room. Write each device line so a second electrician could price against it: “One 20-amp circuit, 12/2 copper, 46 feet, panel to kitchen counter GFCI, fished from the attic” is a line. “Add kitchen circuit” is a wish.
Circuits get counted separately from devices, and each one gets a measured length rather than an estimate. Walk the actual route with a measuring wheel or a laser — through the joist bay, up the chase, along the top plate — and add the drops. Gauge follows amperage in the ordinary way, 14 AWG at 15 amps, 12 at 20, 10 at 30, 8 at 40, and the conductor material gets named because service feeders are frequently aluminum while branch work is not.
Why does the path cost more than the outlet?
Because the box, the device, the plate, and the cable cost the same in every house, and the labor does not. In open framing you drill, staple, nail on a box, and walk away. In a finished wall you locate a path, cut, fish past insulation and blocking, land an old-work box, then patch and vacuum.
Five route conditions, roughly in order of what they do to your hours:
- Open framing. Rough-in speed, no restoration at all.
- Unfinished basement below or a walkable attic above. Drill from the open side, one small opening.
- Finished wall with access above or below. Fish, cut one or two openings, patch.
- Finished wall with neither. Multiple openings, possibly surface raceway, real restoration.
- Plaster and lath, or masonry backing. Slow cutting, fragile edges, and the biggest patch bill.
Do not adopt anyone’s published multiplier for these. Time yourself on three of each and build your own, because that spread is exactly where a competitor’s low bid hides its future change order. Then name the route condition inside each device line so the customer can see why six outlets in the finished living room do not cost what four in the open garage cost.
What has to be photographed on an electrical walkthrough?
The panel with the dead front off and the directory visible, the meter and service entrance from outside, the point where the service enters the building, the grounding electrode connections, a representative open box showing conductor material and box fill, the ceiling or floor above and below each planned run, the attic or crawl access you will be working from, any existing damage to finished surfaces, and every location the customer points at while talking. Number them and cite the numbers in the line descriptions. The panel photograph alone answers half the questions that would otherwise come back by text a week later.
Which questions change the number most?
Eight, and none of them are about the wiring.
- Has the panel or service ever been upgraded, and do you have the permit paperwork?
- Has anything in the house been renovated, and by whom?
- Is anything currently not working, or tripping, or warm to the touch?
- Are any circuits shared with a garage, a shed, or a well?
- Is the ceiling below the work finished, and is there anything above it you care about?
- Who is patching and painting when we are done?
- Is the house occupied during the work, and can we take power down for part of a day?
- Are you adding an EV, a heat pump, or a shop tool in the next couple of years?
The last one is worth asking on every job. Sizing a service change for the load the customer will have in three years costs almost nothing extra now and prevents a second mobilization. Answer that by pointing at their tax preparer, and never let a credit be part of your price.
How do the counts become a price?
Four layers, all built from your own numbers.
Material. Devices, boxes, plates, cable by the measured foot at the right gauge, breakers, panel and gear, conduit and fittings, rods and bonding jumpers, straps, connectors, and firestop. Order cable in whole reels or whole boxes and price what you buy.
Labor. Hours per device, per circuit, and per gear installation, taken from your own timed jobs and adjusted by the route condition you recorded in the worksheet. On a service change, add the hours nobody bills for: circuit tracing, labeling the new directory, and the coordination call with the utility.
Pass-throughs and restoration. Permit and plan review, and the inspection trips — electrical work is permitted and inspected nearly everywhere, and new circuits or a service change normally means both a rough and a final. Somebody has to be on site for each. Utility coordination for a meter pull and reset is a separate day you do not control. Patching goes on as its own line, priced per opening, with the finish state named — most electricians stop at patched, sanded, and primed, and texture matching and paint are excluded in writing.
Overhead and margin. Add overhead as a percentage from last year’s books. Then set margin correctly, since markup and margin are not the same thing and treating them as one is the most common pricing error in the trade: $4,000 of cost with 35 percent added on top prices at $5,400, which is a 25.9 percent margin. A true 35 percent margin is $4,000 divided by 0.65, or $6,154. Any per-outlet or per-panel range you find published is a sanity check only, moving hard with local wage rates, permit costs, copper pricing, and how old the housing stock is. Your own cost is the number that decides.
What gets missed on electrical estimates?

Anything you cannot resolve on site goes into a conditional block with a stated hourly rate and separate initials — aluminum branch wiring found at the first box, an undersized feeder, buried junction boxes, or a utility lateral that is not your equipment and not your schedule.
